I know small wheels on a car look dorky; but do they really make a difference in performance or handling (other than ground clearance). Assuming same with and profile, would a 12" rim really be a disadvantage over a 15"?

To clarify my question -
Not to swap wheels with those larger or smaller than originally specified; but what if the car is designed around small diameter wheels vs. large diameter.

For handling and acceleration you want to have the smallest diameter wheels possible. For braking you want to have the biggest disks possible. Compromise between those two gives you your actual wheel size.
