In a large city like San Francisco and New York, there's no stopping the fire, garbage and police trucks and sirens.
In a local community, you can get help through your local law enforcement. There may be a noise ordinance that states the highest acceptable decibel level. So, if it's too high, the law can straighten that out for you.

You can look at the big picture (amending or enforcing noise control ordinances that have to do with transportation, construction, or industrial noise), or you can look at the neighborhood picture (boomboxes /TVs /leafblowers /loud parties).
One small way we solved the deafening noise in the elementary school cafeteria was to pipe in classical music. The kids quieted down somewhat. Then we added flowers on the tables. They quieted down even more.

Keep the windows shut and wear earplugs in bed. We sure can't stand outside and scream "Quiet!" or "Shut up"! Then we would be part of the problem.
