Both.
Some of the countries just don't have the skilled manpower for all the jobs available while in some countries the local population would think that certain jobs are beneath them.
Low wages depends on what country you are talking about. Most Western countries have a minimum wage that is guaranteed by law that is why in countries like Australia and the USA domestic helpers are only employed by the mega rich. While in the Arab states and in Asia the domestic helper is abundant and is paid a low wage.
Nurses, tradesmen, engineers etc are paid at least the minimum wage, if not more, in most of the countries.

Both.

Some countries really lack manpower in certain kind of industries, so they open up their country either for migration or plain hiring of overseas employees. And Filipinos apply for whatever is open.

As for the second, it is for the reason that in that country people just dont want to do that kind of job. Like nursing for example, there are places where only a few people don't like that job. The job does not even require a four year course like we do it here or in the US. The consideration is not the pay given for the job.

In most of the developed countries, the blue collar jobs are paid well unlike here in the Philippines, premium is given more to the white rather than the blue collar jobs.

Filipinos are sought after by foreign employers because when Filipinos work they really mean work..besides the fact that most of us are literates, meaning not only can we write and speak English(I'm not saying that we all have a good command in English but compared to other Asian counterparts we are better off)but we can communicate as well which is a big factor for our OCWs. regarding other OCWs who gets substandard wages, its not their fault its because of unscrupulous people who wants to earn more at the expense of others..take the domestic helpers of HK,why won't the Hong Kong people take the mainlanders instead of Filipinos?its because they know that Filipnos deserve what ever they are being paid for and more,frankly most Indonesians are being paid less than our kababayans in HK,even mainlanders are being paid less than us..sadly, our DHs in HK are becoming a dying breed..

combination of both...other countries have the demand but they alot minimal budget suits for low paid workers sadly because we bargain our manpower abroad.before a construction worker in saudi earn$ 450 and after 15 years they are now paid $200-$250 .whatabout those domestic helpers who rallied against the $450 min wage?we can see the pic why this so...

the reason why they go abroad is that it gives them more oppurtunities for work rather than staying at home. jobs,good wages are two of the main reasons.

i think your question should be directed to the countries hiring them. because that applies to them - lack of manpower, unacceptable low wages for the people residing in that place and of course, we filipinos offer very cheap labor.

Because of both reasons but to be more specific people will not do the work that OFW's do at the wage they want so they hire OFW's to do it at a cheaper pay to save money.
