they are correct on the stuck caliper the jumping would be the pads trying to stop that wheel when it heats up and the pads expand. jack that wheel up if it's disk brakes. and see if you can turn it by hand if not try opening the bleeder screw. if it releases replace the rubber line to that caliper. if it doesn't then look at replacing that caliper. if it's from drum brakes then look for an axle seal leaking when the gear oil gets on the shoes and mixes with the brakes dust it get sticky when it gets hot. fix the seal and check the axle bearing on that axle and replace the shoes you can't clean them once the oil gets into the lining. make sure if you replace the rubber line to check the bracket that holds the line to the spindle or control arm isn't tight on the rubber line and you can move the line in it if you can't then open the bracket up till you can

Sounds like the caliper is frozen and the brakes are applied, try opening the bleeder valve to release pressure then tighten then try driving and see if the wheel is freed up. If not you might need to get a new caliper.

check the brake caliper it may not be retracting or releasing. or the rubber brake line could have a tear on the inside of the line causing it not to release pressure from the caliper in which case the brake stays applied

It could be a brake caliper or perhaps even wheel bearings. Did you confirm it is the brakes?

Caliper hung up and not releasing? Was it front or rear wheel? If rear wheel, maybe something with the parking brake not releasing..
