Soap and water should do it and plenty elbow grease. Failing that you get a tar remover from halfords that will cut through it.

Hey there i sure can. I detail cars for a living so... go to your home town hardware store and get this stuff called Tough Job. It usually comes in a square tin can and its red and yellow. Put that on a rag then rub the rubber marks off the bumper then wash the area you applied the Tough Job too. Hope that helps. :)

standard thinners as long as the paint work on car as not been painted in cellulose paint, and is in 2 pac but the rubber marks will come off

try using soda to buff them out (Regular soda) and a scrub pad. It will take scuff marks off chrome great and leave a great shine.
