What is the name of this movie?

the devil moves town and does terrible things (skins a dog and hangs it in a man's closet)

i seem to remember something about hell's bells as well (everytime something bad happened a bell would ring)

It was a movie based on a Stephen King book. It was titled Needful Things.

That sounds like Needfull Things but I don't remember any bells. But then again, I haven't seen that movie in quite sometime.
