Chromosomes form in prophase, the first stage of mitosis. Otherwise, DNA is a loose jumble in the nucleus. The nucleus is broken down, and DNA is condensed during prophase.

Chromosomes replicate and half of them are in the egg and half in the sperm. We have chromosomes from day one of conception.
