There is no definite answer.

Although one could possibly find the first documented gang by a lot of researching, it is improbable.

The first undocumented gang was probably created close to the beginning of man because of human nature towards violence.

*A pack of wolves could be considered a gang, because they rely on each other to catch prey and scare off other predators; therefore, a group of humans doing the same in the prehistoric era could also be considered a gang.
