Why doesn't it come precharged like other batteries?

They do, except they are small, so the difference shows.
It is always recommended to charge a battery before installation. Even automobile batteries that are supplied "wet".
The reasoning: the battery does not have a full charge. While it may have enough power to start your engine, it's still not fully charged. As soon as the engine turns over, the alternator starts trying to charge the battery. Since the battery is lower than normal, the alternator has to work hard. This leads to premature failure of the alternator. They are meant to keep the charge up, not bring it up from flat. Motorcycles have smaller alternators than automobiles, and are more prone to this type of failure.

i just bought one from autozone. it was ready to put on my bike. walmart has them also. just buy it and put it on.
