Propaganda. In newspapers and posters etc. Normally this would be stuff to make you feel better, and show things in a good light.

Start with President Wilson's appointment of Bernard Baruch as director of the homefront war effort. Include elements of Hoover's Food Administration and Harry Garfield's Fuel Administration.

War Bonds, Taxes, Hollywood Stars pitched in to sell the war effort(Chaplin and Pickford) Buying bonds was a measure of patriotism.

CPI- Committee on Public Information sold the War to the American People.

Wilson also passed the Espionage and Sedition Acts to prevent dissent as well.

In Canada during the First World War they enacted the "War Measures Act" which is basically a suspension of constitutional rights and liberty in favour of governmental security.

One thing the War Measures Act can take away includes the right of habeus corpus. It can also mean the establishment of Marshal Law.

I don't know about everything the gov't took over, but they did mount a massive propaganda campaign to get people on the side of the war - it was fighting for "democracy" and "freedom," etc...

The government did operate the railroads during that time.

It all depends which goverment you are enquiring about, the British goverment changed the licensing laws amoungst other things limiting the amount of alcohol in a beverage and when it may be consumed or purchased
