Pants are. Pants is actually plural. Pant is one, pants is more than one, therefore they are. You will often hear fashion experts talking about a "great black pant in the fall line". Coinsidently, you put on a pair of pants. Its kindof an area of our language that is foggy, but PANTS ARE!

'The pants are...' even for just one pair. Some nouns just don't have a singular. It's the same as for eg 'my glasses are on my nose'. They just come in pairs (plural) and not on their own (singular). Or you could say 'the pair of pants is...'.

are is correct
I think it is (think being the key word) because pants may be considered plural.
I think "pant leg" is the singular version as in "This is the pant leg that has a tear" . The "are" example being "These are the pants that have a tear."

Pants are plural; a pair of pants is singular. There are many words like this, such as knickers, tights etc.

Well, that depends. If you're just talking about "the pants," then it would be "The pants are..."
However, if you are talking about "the pair of pants," then it would be "The pair of pants is."

It depends on the context. You could say it "The pants are..." or you could say "The pair of pants is..."
