When I need sand I dye a large piece of canvass the color of sand I'm going to use. I spray liquid glue and scatter sand on it and let it dry thoroughly before shaking the loose sand off. I may do the above several times to achieve the sandy look I want.

I've never found a decent alternative that didn't have problems under stage lighting or general appearance.

Home Depot sells large sand colored canvas in the paint department that reads as sand when you iron out the folds.

or perhaps some carpet that stores want to get rid of..remnets?
