I have a B.S. in Biochemistry from UW-Madison, a top-ranked public university. I scored in the 90th percentile on the PCAT. I am a Certified Pharmacy Technician, 3 years experience. However, I only have a GPA of 2.7

YES! But you're going to have to kick *** at the interview. Show how your work experience translates into success at school. Because of the nature of Pharmacy school, the interviewers are looking for people who they are sure will not fail and therefore drop out mid way. It's impossible for a school to replace a 2nd, 3rd or 4th year Pharmacy student who has dropped out.

Also, know that my wife was in your shoes in 2002. She had a 3.0 undergrad but scored highly on the PCATs, interviewed well, went to University of MD's Pharmacy School and graduated in 2006 with a 3.91 Grad School GPA (7th in her class), earning top honors along the way. It can be done.

Good Luck!

No. Your GPA is way too low. Most schools like to see a GPA of at least 3.0. Most colleges place more emphasis on your GPA over PCAT score.
Some schools require a 2.5 GPA in required and overall courses and others require a 3.0.
You'll need to retake the courses you got Cs or less in.

So 2.7 in what courses? If you got an A in organic chemistry and biochemistry the college pof pharm guys won't care what you got in US History or Sociology. But if it's the other way around you are in big trouble.
