I understand that Holland has a simple solution to the problem of bureaucratic growth. They don't have so many entitlement programs. They have unemployment. If someone is out of work, regardless of the reason, they draw unemployment. Seems like a simple solution for a people who trust each other to do the right thing, doesn't it?

The dutch may have a good idea. I can tell you mine. Ive been working inside the military (as a contractor) for many months. Most people I meet are good, well meaning people but no one is incented to spend less money. Ive seen great people doing great things for efficiency but it never goes back to the taxpayer. Why? No one is incented. Why not pay some of these higher level people to benefit if the cut fat....and fat there is. You would not believe. Well meaning people need some reason to change. Lets pay the top civilian leaders (SES) like CEOs. So what if they make 10M a year if they save us 10B.

Yes it does. I have a friend who became disabled when he broke his back in a car accident. It took him almost two years to receive Social Security benefits. And he informs me that the system is set up so that an attorney has to be hired, and paid, before anyone will receive disability payments. He tells me that it's policy that everyone is initially turned down for disability. And that his attorney didn't do anything, but make a court appointment, he gathered his own medical information, but his attorney received a sizable portion of his lump sum payment. That's a crock!

Sounds good to me. Even though I would prefer that instead of giving huge golden parachutes to CEO's that the companies would have to hire out of work people and train them to do usefull jobs.
