Most states require a safe boating certificate if you were born after 1971. Any motorized vessel is required to be registered in the state where itis operated. Proper safety equipmant must be aboard and operating. Take a rules of the road course from any local United States Power Squadron or Coast Guard Auxillary.

It must be registered with the DMV if it has a motor and "HIN" (Hull I.D, Number) on the bow. You must have all safety equipt. or whats called a "Coast Guard Package" Flares, PFD's, Horn, anchor, etc, you must meet federal and state requirments for your size boat (contact Coast Guard, or check the web site, they usually can provide state regs as well as federal regs). It is a smart idea to take a Boating safety course, SOME states REQUIRE the course to be taken, and you must display proof (I.D. card) that you have taken the course if the Marine police pull you over, You may also get a free Vessel safety check from the Coast guard to make sure that everything is up to code, no violations are ever given.

The speed at which a boat is driven determines whether a person needs to be licensed.Any person who drives a recreational powered vessel on NSW waters at a speed of 10 knots or more must have a boat driver’s licence.Ten knots is the speed at which most accelerating boats will start to plane – that is rise up and skim on top of the water instead of ploughing through it.The exception is anyone who drives a personal watercraft (PWC) at ANY speed must have a PWC Licence.i should know i live on the river.

most states (at least NJ and PA) require a test similar to the drivers test which tests you on boating safety and rules.
The test is based in part or in whole on the US Coast Guard test. The DMV may make this an endorsement on your regular driver's license or issue a separate card. I believe that the minimum age is 14 for a boating license which allows you to pilot a boat on your own. In the presence of a licensed pilot.
Your DMV is the place to start.

Learner drivers and new drivers tend to stand out by the way they drive nervously and do so even more when being followed by a Police car. The chances of her being stopped are actually very high. Driving other than in accordance with her licence and invalid insurance because of that - all could end in very big expensive tears

Depends on the state you boat in and your age. You can find the regulations for all states at the Coast Guard Office of Boating Safety site.
Make sure you WEAR your life jacket. 90% of people who die in boating accidents drown. Don't be a statistic!

This depends on several things:
1) Size of the boat and it's tonnage
2) What body of water and location-- near coastal, inland, oceans, Western Rivers, Great Lakes? They all have different laws.
3) Your age and nationality--yes, to be licensed by the Coast Guard in the USA you have to be of age and be cleared by the Coast Guard. Also, whether or not your planning on hiring out your boat for charter or to carry passengers.
----your best bet will be to contact your local US Coast Guard station. http://www.uscg.mil/top/units/
Ask for someone in licensing.

No. There is a minimum age based on the local laws of the state, county or even the city. If that were the case why do you see 14 year olds out on the lake driving jet skiis. A parent needs to accompany them though.

Depends on the state you are boating in... and then all states require that you register the boat and that all passengers have and wear life vests... as far as I know... the best palce to ask is the parks and recreation department in the sity nearest the place that you are planning to boat...
