Powder is a type of snow. It is made up of very, very fine crystals, and only happens when the temperature drops well below zero. You can't make a snowball out of powder snow because it won't compress, but if you blow at it, it will float away. It makes for very fast skiing and provides those striking 'rooster tails' behind skiers and snowboarders.

They mean the soft layer of totally unpacked dusty snow which sits on top of the more firm snow, making for more cushioning if you should happen to fall.
