Generally, yes.

A passport is merely a document that says someone is a citizen of the appropriate country and authorized to travel.

Unless the felon somehow lost citizenship, or was under some sentence that prohibited them from travelling out of the country, then they are entitled to get a passport same as anyone else.

A felon cannot get a passport because he is incarcerated in jail and his application will be denied due to the commission of a crime.
