There's an engine called M.U.G.E.N that allows you to add sprites from any games, including mortal kombat and street fighter. You can even do tag team matches. There are several videos of this program on youtube.

Sadly there is no such game, there is one where Street Fighter goes against Marvel Super Heroes (like X-men).
