It is possible there is something you don't know about your husband.

But, I think the only real answer here is to return the call and see what's up. The simplest possibility that occurs to me is something related to identity theft. If someone is running around California with a credit card in your husband's name, their first line of defense is usually "he's my cousin and he gave me this card". The police need to eliminate that possibility.

As long as the callback number seems legit, you probably don't have anything to worry about and you should just try to be helpful.

Called on the phone or called around?
Kind of out of his jurisdiction, isn't he?
My understanding is, he should have had a local officer with him to make it legal.
Otherwise, was he an extra in a hollywood show and didn't return his police uniform?
GET ID from the guy. Call that number or call local police and find out if the visitor is legit.

If by phone, call him back asap ... someone there needs answers that hubby could help with.

Have a local sheriff's office check into it for you and see what it is all about. It might be a legit ph#, but be as a rouse for an illegal purpose. You need to be cautious about this and have a trusted local official check it out for you first. You don't want to meet up with this person somewhere, only to find out that you were too trusting.

I was contacted once by police out of state, following up on a stolen identity case. Have you had account issues lately? Maybe someone has stolen your husband's card #.

A drunck guy (we suspect) called our house saying that they had our child there
we said what where is he?
he repeated himself
we repeated ourself
He repeated by saying in a fading voice rickyyyyyyyyrrrrroooooooooooooo
then hung up
