1. Is it common in the States for providers to charge for incoming calls? If so, when did they start doing this? (I left the States for a year and a half and recently returned. Before they did not charge as far as I know?)

2. Are there any contracts by providers that are 'Semi-contracts'? Meaning, I do not have to commit to a year or longer (I am not talking about prepaid phones), just a less committed contract. If so, which provider?

3. (Just in case I get no where with Q's #2) What is the best deal on a pre-paid phone currently? A link would be nice. Thanks.

well, if you don't want to be charged for incoming calls get U.S. Cellular. they are awesome. The shortest commitment is a 1 yr. Otherwise u have to get the "pay as you go" phone.

1. Subscriber-pays has always been the cellular pay model in the U.S. Both receiving and making calls will cost minutes to the cell user. It was deemed unfair to expect callers to know whether they are calling a cell number, especially as there is no separate numbering space for cellphones in the US (as it is, I understand, in the UK... you can tell a number is mobile just by looking at it)

Probably the reason you didn't notice this before is that you had a minutes plan and didn't overuse them. (?)

2. Not that I know of. Well... Virgin Mobile has a month-to-month option that doesn't *appear* to have a contract. But their overage charge policy doesn't look very nice.

3. There are so many that it depends on what your usage pattern is.
