Does a 17-inch tire fit a 15-inch wheel?

In short no,

explanation 15*7 wheel (15 is the diameter, 7 is the width, both in inches)

235/80R17 tyre (235 is the tire width in milimeters, 80 is the profile [height of the sidewall] as percentage of the width 80% 235 mm, R is the speed rating (cant remember what speed rating r is) 17 is the size rim it fits on.
