Duh...of course the parent who doesn't provide for their child is the criminal. People smoke pot for many reasons and not all pot smoking is illegal. Instead of raising our cigarette tax by $1.37 let's legalize marijuana, that way there is at least an attempt at some control over it and they could tax it, wow think of the revenue that would bring in.
