It was SUPPOSED to start this Saturday (24th) according to my copy of Doctor Who Magazine. The stupid (well I say stupid because it disrupts Doctor Who) Eurovision had delayed it until the 31st (or so the BBC gives as a preliminary date).
So apparently 7pm on 31/3/07 is when "Two worlds will collide" and I for one can't wait. It will be good!
UPDATE - this is definatly the correct time and date because it has it on the BBC website.

The relaunch of the programme has seen Christmas Day special episodes broadcast between series, the most recent being The Runaway Bride. Series 3 of the programme, starring David Tennant as the Doctor and Freema Agyeman as his companion Martha Jones, will follow on 31 March 2007 on BBC One.[4]
Not sure about the SciFi channel date yet.

The new series starts 7pm Saturday 31 March 2007 with the first episode "Smith and Jones", and the daleks are back in episode 4 - 5 "Daleks in Manhattan"
