It's not discrimination because it's not based on race, religion, etc. She didn't get the job because she didn't meet the minimum qualifications for the position.

In canada there is lots of discrimination over the english & french bilingualism
All the ads say "Bilingualism required or preferred", and its getting very hard for a unilingual person (only one language) to get any decent jobs nowadays. And if you are bilingual, you are always given a bonus in your wages (often 1 or 2 dollars per hour extra)
I dont speak french, but while my job is mostly english (only bacause I mostly deal with the western provinces), I find do need to be able to read some french to find the info I need when I am looking for Quebec companies on the internet. If I need to call and talk to the company, they usually speak good english.

I think she should have been hired because if the only thing that was keeping her from getting that job was that she didn't know spanish I don't think that was fair. If you live here you must speak the language (english). They should be ashamed of themselves for discriminating against this person. I am sure she would have done a great job and maybe taught the people that didn't know english a few things or two.

This is a little confusing. Are two languages necessary, are two languages ever used in the job.? Does your friend speak english and only english? Has your friend got a heavy accent because of her native language, so that her english is hard to understand by normal english only people.
I would not hire a person who could not be understood, easily by the people who regularly communicate with her

There are only a few things that discrimination can be based on by Federal law. Sex, religion, race, creed and age.
Sounds like this doe's not fit the description of any of the above. Therefore it's not discrimination.

The way you describe it, is not discrimination, the more skilled get better jobs. That is the reason for students to go to school and get a diploma.

If that is the only thing that separates the two applicants I would say no. the second has more skills.
I assume there is more to it than simply one is bilingual
