Can a final year senior at a state college transfer to another school to complete his finance degree? either private/state/university

Most schools won't let you transfer if you have too many units. You should be able to, but you'll have to come up with a very good reason why. It's going to be a tough road. Simply to graduate from a better school is not a good reason.

I did purely that! I went to JC in IL and transferred to a school in WI and each little thing labored out properly.
