Nope, a USB keyboard and mouse will work just fine before you install the OS.

It really isnt a problem. If your building a new computer you should be fairly familiar with any type of BIOS layout out on the market today. Just make sure that when you turn your computer on for the first time that you enter the BIOS Setup. Once you are there go through your menus and look for the options for USB Keyboard, and USB Mouse. Make sure these are enabled. You might also be looking for a USB Legacy Devices and make sure this is enabled if the first two options arent available on your motherboard BIOS.
IM not sure why or how the motherboard firs recognizes the USB keyboard and mouse and then doesnt bother with them once everything else is up and running but this happened to me once before and it took a better part of 2 hours to finally figure this out on my own. But definitely check those settings just as you would to make sure your BIOS is properly configured the first time you boot up a new build.

That all depends upon the motherboard you are using. Many of the new ones with current bios will support basic mouse and keyboard functions until you can install the OS and to appropriate drivers. Check the manual that comes with your motherboard.

specific, you ought to use an adapter. one severe high quality ingredient approximately usb is being waiting to plug or unplug with the gadget working (a minimum of without that 10% threat of frying your mobo with ps2). so a techniques as i understand usb and ps2 mice/keyboards have basically approximately no distinction in overall performance. some manufactures attempt to tailor to categories of consumers, or basically upload/get rid of constructive factors to cut back expenditures.

That's possible. In case you need one, search for "usb ps2 adapter". You can buy it for 5 bucks or so from Fry's.

This sometimes happens, with older mainboards usually, but it should not happen with a new computer.
