You might have a social anxiety disorder called "paruresis." Basically, it's just the inability to urinate in stressful situations and can range from not being able to pee in super-crowded restrooms to not being able to produce at all when you're away from home. It's not at all uncommon.

Yours seems relatively mild, so try slowly introducing more challenging situations: Try going where someone else is in the bathroom but, say, at the sinks. Then try it with dividers when somebody is going several urinals down and so on. Good luck.

Shy bladder. Try flushing the toilet/urinal. The water sound may loosen you up. Otherwise, just leave and come back a couple of minutes later. Happens a lot.

Because you are shy and feeling nervous? You need to be totally relaxed to pee. Try peeing with your eyes closed, it might help.
