Daniel, asians don't have small penises. They're as average as anyone else. Black people don't have ginormous penises either. It a stupid midth that people try to generalize a certain race just by what Howard Stern says.
Yes, there are studies that say that asians don't have the biggest, but to say their all small is biased. Not all black people have big ones.
Don't go by what people say. I'll be honest and say I'm half asian and 5% african american. I'm seven inches erect and is that small? Does that black part of me bring it out. No!

But, if you want an answer, you have to consider climate, diet and health issues. You think white people are average? Try grouping them in regions of the world. The more north you go, the less the size. This could be because of the climate and lifestyles. Asians are verically challenged. Some of those countries have going through bouts of starvation. Some asian countires, such as Thailand, actually are above average, because they have had a good history of climate and lifestyle. The same thing is with Africa. Some of those countries that had issues with drout or hunger had that to account.
So, don't go by steriotypes. You're just going to have to have a better outlook on things, rather than generalizing. Everyones is different.

im a guy and i have been with well over 100 men of every race and ethnicity. on AVERAGE the asian male is "less than average" ie smaller..however i find them very sexy. total turn on. i have been with MANY black guys and most are larger than average...but i have been with black guys with VERY small *****. I have been with Indians. they too on average are less than average..i have been with Germans..and a significant portion are well above average size. Italian men, are often under average or just average and several above average. It is safe to say that an asian man will likely have 6" or less. mostly 5" and even smaller. It is safe to say that Germans and easter europeans and russians and English guys will have 6.5+ inches. and often 7-8". that is my personal study from several hundred guys.
