When you say "best", do you mean the best student grade product, the best university grade product, or the best professional product?
Professional artists use Lyra Polycolor, Faber-Castell Polycolor, Spectracolor, Derwent, or Prismacolor Premier (not Scholar), in that order. Great pencils use top quality pigments, but you pay for them. Also, the more you pay, the more pigment you get, plus less wax filler.
Prismacolor & Derwent are very waxy & give a shiny finish, Lyra, Polycolor & Spectracolor have a more matte finish. Also, Crayola's pigments are not lightfast - in the end, you get what you pay for.

Firstly we need to define what we mean by pencil crayons. Pencil crayons, to me and my students, means coloured pencils. Crayons on the hand, can be wax crayons, chalk or pastel crayons.
So pencils crayons (my definition)
1. Without a doubt, Derwent colouring pencils from the Lake district, for straight colouring.
2. Berol, produce some excellent colouring pencils called 'karismacolour' They likewise produce a series of 'pencils', which are pure colour sticks with surrounding polyethylene sleeve which are known as 'verithik', but have a very limited colour spectrum.
3. From the continent of Europe we have the famous Caran-D'ache pencils, usually water soluble usually called aquarelle pencils
4. From the Netherlands, there are Bruynzeel coloured pencils which have a very soft but dense permanent colour with consistent feel and lay-down qualities.

Prisma color, hands down. If you're serious about a drawing, invest in good materials. Crayola is mere childsplay compared to the high quality of prismas.

definately crayola, i bloody love them. with a name like that it has to be a pencil. I think the felt tips are nice as weell. I like to put them instrange places.

'karisma' crayons are outstanding-really creamy ,easy to blend fantastic colours but are pricey- they are easily recognised by the slanted cut-off end.
