One of the lady in my office does not have a great body figure, no one in the office is paying any attention to her, but I found her to be the most attractive by me because of her feet, she always wear a pair of high heels with pantyhose to work and she take the heels off while she is sitting down working, I can't keep my eyes away from her pretty feet with the sheer hose, is that consider as foot fetish or something else?

I understand this sir....totally. How many ugly women have I put up with because they had really high arches or some other appealing foot attribute? I understand. Now to answer your question of if its a fetish or not: Most people in today's society would probably say yes.
But, the textbook determining factor in whether it's a fetish or not is whether or not you actually NEED it to achieve sexual satisfaction (i.e., orgasm). There are tons of people with all sorts of fetishes--people that can't reach "completion" unless they're being chocked just before they past out, or unless they're being kicked in the genitals, or unless they feel humiliated, or are in restraints (tied up), etc. These are fetishes only because these people need these things in order to achieve orgasm.
Any interest in any sexual area that is NOT absolutely necessary for your sexual gratification and completion is NOT a fetish. You could probably call it an obsession (which is a little less than fetish status)...if it's even that intense for you. And it sounds like it is--and there's nothing wrong with it. Stockings and heels are so incredibly sexy. But, if you kinda get off calling it a fetish and would much rather call it that, then that's ok too. Call it whatever you're comfortable with. Fetish sounds kinda cool. Either way it's totally up to you. I was just giving you the textbook definition.
If I were you, I'd ask this woman out (when no one's around, if you can help it). But, play it cool--don't just jump up and say I have a foot fetish. You can just call yourself kinky.

Maybe you should make conversation with her about her taking her shoes off? Eventually, maybe you could talk her into letting you massaging her feet?
I know that's what I'd do!
And yes, you have a foot fetish....But EVERYONE has some sort of fetish, they just don't always admit it.

I purposely walk by a women's desk at my office that always wears suntan hose and takes her shoes off!
I only got lucky once when she came to my desk and kept slipping in and out of her heels with tan hose on. I looked down and said 'nice feet' and she put one up on my chair and asked if I was serious!
Wow was THAT a surprise!
