i chopped it down because i thought it died of transplant shock but i guess the root system survived

My guess is that the root stock survived but that won't produce good peaches.

yes it will regrow, when a tree is moved the root system that supplies the tree above ground is damaged due to moving and cannot support the tree like it used to, the most effectrive way to ensure the trees survival is to move the tree and trim back the tree above ground so it doesnt have to try and support itself with only half the roots. it sounds like the roots are now enough for the tree (or whats left of it) and its regrowing, id feed it)

If it's putting up sprouts, it's growing. Let it go until next fall, pick the straightest sprout and prune out the rest. Done this before.

well i really don`t know to be honest with you but when ever my father would cut down a tree he would pour decil or tar on it to keep them from sprouting

It'll be bushy rather than treelike.
