In the US, unemployment constantly fluctuates but has been decreasing by a small amount recently. However, unemployment and economic expansion do not necessarily go hand-in-hand. China has had phenomenal economic growth, but still has dismal poverty and unemployment rates. The expansion has benefited many but left even more behind.
And no matter what the sensationalist news or persons like answerer #3 may tell you, skilled jobs do NOT go to China or India. This may come as a shock to some but textiles, car manufacturing, answering the telephone, etc. are not skilled jobs. Those are unskilled jobs. Jobs that take weeks to learn go to foreign countries. Jobs that take years to learn or are open only to individuals with creative or business talent will stay in the US for a long time, because the infrastructure and cultural changes necessary to produce people like that take a very long time to come about.

even if it is a part time job for 15 hours a week, the employee is not filing unemployment. so the figure does not mean anything.

Do you believe the gov't statics or the real ones? You're right, the skilled jobs went to China, India, etc. Next time you talk to a bank, or order something, ask them where they are. I've started doing that.
