It is possible that the note Harry got his first year saying students can bring an owl OR a cat OR a toad was just refering to the first year students. Older students might be allowed to bring any other animals, like rabbits. I believe I remember an older student showing off the spider he was bringing before getting on the train in one of the books. Also, Ron might have gotten away with bringing a rat his first year by saying it was really belonged to one of his older brothers.

i think they figure that bunnies are too much for the "muggle Magic" ya know like pulling the rabbit out of a hat. They don't want fake muggle magicains, so they don't allow them
