exactly what john h & hickey said but you can make only 1 secret base if u don't like where your at you can move to another place. me i have 2 secret bases in my emerald i think i got them when i mixed records with my sapphire game
my first secret base is located on rt 111 next 2 the little old lady's house my character's name is steven and my 2nd secret base is located in foretree city head left and down the path until u see the patch of grass 2 your right my secret bases chracter is named a.j sometime you have people inside wanting 2 fight u and the chracter& pokemon from your other game will fight u in your secret base.

USE THE HIDDEN POWER!!! It'll open up a room and make a secret base for you.
