You would need a media center PC with a mid range graphic card, TV tuner and atleast 1GB memory, windows XP media center 2005.
And I seriously doubt you will find one for $400

Well I'm not sure about some of the other answers but , I had a video tuner card on an old 500 mg Emachine with 512 mg of ram and I could watch TV all day on it . ( running windows 98 )
If your not a gamer you can get an all in one ( wonder ) card , which is a video card and a tv tuner in one card Radeon ( ATI , AMD ) makes which is 256 mg and reasonable in cost , your hard drive ? well unless you plan to to alot of recording the size is up to you ..memory ? well the most is always the best . I would start with at least a dual core proccesor , at least 512 gig of ram , probably a 200 gig drive , make sure your power supply is large enough to handle it .There are many other products on the market that will allow you to watch free to air satilite TV ( with proper sat dish ) TV or listen to Radio on your computer
Another thing you could do is buy a re furbished computer with as much memory and as large a drive as possible with at least a 256 mg video card and just add a TV tuner , you can get them on Ebay or other sources and prices range from 20 bucks to over $200.00 bucks ... then you can just add a new tower or case and still say you built it yourself

If you are planning to watch tv on your computer i seriously doubt you will be able to make a computer for less than $400, because i really think you are going to have to buy a pretty good video card and a lot of memory probably 2GB. So, i would up your price and then go out to like Comp USA and ask for professional help. Oh and TV Tuner are usually cheap.

I have an old Pentium 100MHz with 32MB ram that has a tv card, you don't need much just to watch tv, you can get the cheapest computer you can find and slap a tv tuner card or even a USB tv tuner in it.
Of course, if you want to do more then just watch tv, like record it and burn it to disk or something that's a different story, but that's not what you asked so I won't get into that.
