When a state judge uses his office to conduct illegal activities, he commits a federal crime. You also may think about contacting the FBI. If you have nothing more than unsubstantiated allegations, you probably will be ignored by every one of them.

In addition to what coraglyph said, check to see if your state has a Judicial Standards Commission. They are the Disciplinary Board equivalent for judges in my state. Of course, as the other folks said, reporting the judge to the appropriate law enforcement agency is also the correct approach.

It really depends on the illegal activities and if you have proof. If you have some proof, I would contact the County Sheriff or the District Attorney in at the county government level. Don't deal with local police.
