You could get a job in a popular bu-xi-ban, that way you'll meet a few Westerners.
Alternatively you could take Chinese class at Shi-da or Wen-Hua (both on He-Ping rd), it's very easy to make large amounts of friends from all over the world there as they all will be studying Chinese and won't want to talk to you just so they can practise there English! (I'm really sick of that happening - outside of teaching time anyway)!

I believe I saw some of your other postings. Are you an American living in Taiwan? If so, then one thing you could try is to post an ad at http://www.tealit.com/. Many foreigners use tealit for all kinds of info.
The only other thing to try is to go to a pub that foreigners go to. If you don't know where they are, ask a foreigner.

try to have friendster or my space to meet friends from different countries.....and you can also meet your old friends or old classmates if they have an account there..!!! hope it will help you!!!
