Moist, almost like you would need to build a sand castle. They not only need it moist for the humidity so they can breathe but when they go under to molt the dry sand can collapse on them.
Check out the link I provided for more info about how to have a proper setup for your crabs, they also have a great little store for everything you need. I just bought new shells and more food for mine and I got a free sample of organic soil that my hermits love.

Okay, I rarely do this but this comment from a previous poster "Hermit crabs like humidity, but the moist sand will cause it to stick to their limbs and claws, causing them to break off." is completely untrue. I have had crabs on moist sand for two years and it does not stick to them and their legs have not broken off.
You can also use coconut fiber bedding which is moist. There are some crabbers that use dry sand, in my opinion moist substrate makes it easier for them to dig caves and molt.
I use a mix of 3 parts fiber bedding, one part playsand, with a healthy handful of moss mixed in.

Hermit crabs like humidity, but the moist sand will cause it to stick to their limbs and claws, causing them to break off. You can place a damp towel over their cage for humidity, but keep their sand dry. Also they like a small heater below for heat, and these things will make them more active, but remember they are nocturnal.
