The developer of the flats wants to get the maximum return on his investment so he will build as high as the planning regulations allow. He will wan t to get as many flats as he can on the area of land available. There will be a limitation on the amount of land available to the sides of the development. To use more land would not be in the developers interest. Once a certain height is built a certain amount of flexibility has to be incorporated in the construction to allow for high winds.

why? has one toppled over due to high winds? do you feel not safe in such a high building? I think they make them tall becaue they are saving the ground space for other things.... like parking cars.
