If both die, yes under the 25th and current succession laws.
If only the VP dies, then a new VP is appointed and confirmed by Congress.
25th Amendment Section 2: "Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress."

The Constitution allows for the appointment of another vice president. As in the case of Gerald Ford. Nixon's first vice president, Spiro Agnew resigned because of tax fraud alligations. In order to have a smooth transition in the case of the president being unable to do his duty the Congress selects the V.P. I believe one house selects the other approves. Gerald Ford was a Michigan Congressman when Agnew resigned. Ford was a middle of the road or moderate Republican liked and respected by both parties. He was nominated and approved. Of course we know that when Nixon resigned Gerald Ford became the only President in history never elected to either President or Vice President.
