You can use a program

Or you can hack around in an exe file if you are daring

These only work if you are not in a domain or active directory setup.

Of course it can be changed - where there is a will there is a way. It can not be done through the normal display options of xp. It requires the use of downloaded applications:

WinCustomize

You want to use the login organizer
You can download themes for the login screen and apply them. So easy to use yet effective.

The main welcome screen that says windows xp cannot be changed as far as I know. After the screen is booted up and you see desktop icons you can right click anywhere on the screen backround and select properties and then the screen display can be changed to a theme or a standard color. To change the windows colors of different items it is there also.

You CAN change the background of the welcome screen if you use a program to alter this. I would strongly suggest StyleXP - http://www.tgtsoft.com/ , where you can change the visual style, welcome screen, boot screen, and more!

It's $19.95 to buy and if you're not into buying it, i know there are sites out there that have keygens. But thats up to you.
