First and for most the answers must answers the question. After that here are some points I look for:
- The answers makes me think about the question in a new light.
- It shows understanding of the subject
- It is back up by sorces, if it isn't an opinion question.
- It's polite.
- It's honest.
Cleverness and humor aren't as important as a real answer.

It depends on what I have to work with. If there is a factual answer, then that would be my pick. If the answers were not very or at all informative then I go by the most clever or funny.

Depends on the question. In Polls and Surveys I tend to go with the clever ones. Other sections I go with honest ones.

Depends on the question - if it's important to actually get the facts across, I pick on the basis of facts, but the clever and witty answers do tend to sway my vote.
