Yes, my mom does that. She has bad hearing so she always feels the need to talk loudly when she can't hear you. If she can't hear then neither can you is the way she looks at it. When I call her I don't even hold the phone to my ear I just wait for her to say hello and start talking. I can hear her fine without using speaker phone.

Yes!!!!!!! When people do that when I'm on the phone with them(I don't care who they are) I tell them to quit talking so damn loud or I'm going to scream into the phone and then hang it up. It usually works but sometimes I have to scream.
