if he left Belfast at that time and has NOT worked in the UK or paid taxes then sorry to tell you he is NOT entitled to a pension from the British Government........well put it this way he wont get one posted to him if he lives in another country.
Checked this out for my uncle who lives in USA and left the UK about the same time [and in fact had probably worked maybe 2 years in the UK prior to leaving] at that time I had a friend working in pensions section of DHSS and she checked and just about peed her self.......LAUGHING........

Your GP should have it on file. Failing that, your husband should register with a new GP and he will be sent a copy of his NHS number. Oh, hang on, did you mean National Insurance number? Easy, contact your nearest Job Centre with his name and DOB.

I'd ask at your gp surgery or look in the box on the top right hand corner when you next get a prescription.

My NHS card, as well as those of my kids, have their NHS number on and it's the same as the code on our birth certificates. Don't know if it's the same for everyone, but worth a try.

Ring your local dept. of social security they will issue you with a card with his number on it. Your husband may have to request one himself due to privacy and confidentiality.
