its just a regular sized envelope and i need to know how many 39 cent postage stamps to put on.

It's 84 cents for the first ounce (business size envelope with five pages in it) and if two ounces it's $1.65. The web page below lists prices and all the things that the Republic of Korea prohibits and other information...some restrictions are:

Restrictions

Coins; paper currency; banknotes; currency notes; securities payable to bearer; jewelry; manufactured and unmanufactured platinum, gold and silver; precious stones; and other valuable articles are admitted only if sent in registered letter-post shipments.

Monthly or weekly journals are admitted to the extent of three copies per person and per issue; they are subject to a permit from the government if they exceed the limit of three copies.

Tobacco and ginseng may only be imported by the Korean government.

2 ounce letter will cost you $1.65 for 4 to 7 day air mail delivery.
