The Movie and Game are alot different.
In the Movie ( which is what you are referring to ) The people are the townsfolks that were not killed by seeking sanctuary in the church. The game is sooo much better tho! its like the movie but a little different plot...and totaly interactive and much scarier( esp if you play it in the dark!)

Basiclly its an alternate reality. Its hard to say if the people are alive or dead, beacuase the storyline for the movie is diffrent than the first game in many ways. In the game only a few people are alive there. I think they are alive in the movie, but "dead" at the same time. They are forever trapped in that town.
Honestly, you should either play the first game or watch someone play it. The movie is very diffrent and changed alot of the game's plot.

It's explains what goes on in the end.
Anyway, the people from the town are in a purgatory, basically, they are dead, but they don't know it, because they haven't accepted their fate. And they haven't accepted their fate because they convinced themselves that the apocolypse came after they purified Alessa, and thought that they were the only ones alive because God saved them, and so on and so forth.

they are dead, the world they are in is actually purgatory, cuz there is a reason dark allesa is reffered to as "THE REAPER", grim reaper, devil, demon what ever you want to change that to... Dark allessa is like the devil, she sends out the cretures to punish the TRUE sinners, and since silent hill is "TAINTED" that means if you die in it you suddenly get sucked into the inferno, which is what i think the movie was modeled after DANTE'S INFERNO.... the mother and daughter and cop die while on the chase, and end up descending thorugh ell only to end up in purgatory, or the dream foggy state of peace and terror....and those who die in the movie are those who have been PUNISHED for their sin by DARK ALLESSA... i understood it AFTER i read Dante's inferno this year in 10th grade.... or more likely they are alive, like dante was, only trapped in a dead state
