Look inside the toilet tank. Where you see the flapper that lets the water out of the tank when flushed, there is a long tube that rises above the water level. There should be a refill tube coming from the ballcock (fill valve) going into the tube, this is what refills the water in the bowl after is was flushed. It may be just filling the tank instead, or broke. Good Luck.

The plumber's sort of right, it's unusual for all the toilets to have the same problem. It could just be that the previous tenant liked to conserve, so you may try adjusting the spigot behind the toilet (it has a metal hose running from the wall to the back of the tank). It's possible that the house just doesn't have much water pressure... do the sinks and showers run cold water very fast? One way to Macguyver it would be to adjust the arms in the tanks on the back of the toilet. Generally there's a floating piece that raises with the level of the water and closes off the valve to the bowl. If you bend the arm holding the floater upwards so that more water flows before the tank water catches up, then more of it will get to the bowl.

Some have a metal rod and a ball on the end of it. You can bend it upward and more water will come in before it shuts off. Some have a float centered around the water fill valve, there are screw type adjustments for them. Good luck.

If you have one of those big floats that is seperate from the rest of the gadgets in there hold onto the metal rod and bend the float up. this allowes more water into the resivoir before the float tops out and shuts the valve off. bend it up to much and the water will keep running.

Bend the float up so more water can get in, the water shuts off when the float rises.
