As stated, it could simply be an almost imperceptible lift of the shoulders, but additionally, it could very easily be a shrug accompanied by other "shy" body language. For example, a hesitant (though quite apparent) shrug of already tense, raised shoulders, from someone who fails to make eye contact, could very easily be considered a shy shrug.

The shrugger has their head down and looks up with a sort of embarrased smile on their face, like they're checking if you're watching them, and shrugs their shoulders a bit as if to shrug off their actions.
