Assuming that the sun is stationary for purposes of this discussion: the earth revolves around the sun and as it revolves it "appears" that the sun rises in the east and sets in the west since the earth revolves east to west.
We say the sun "rises" and "sets" because it is a convenient way of describing the onset of morning and the beginning of evening and that is what is looks like to us on the earth's surface.

The earth rotates. The earth's tilt has nothing to do with the sun rising and setting.
Since we can't 'feel' the earth rotate, it is our impression that the sun rises and sets.

No...as the earth spins round slowly moves away from the
sunlight giving the elusion that the sun sets...creating night
and as it emerges back to the sunlight it gives the illusion
that the sur rises...giving daylight

becuz it appears that way. it looks like the sun is rising and setting each mornign and night. so we just say that when in reality, its just the earth moving in its rotation.
