Since the telephone is considered an essential emergency service; this might be classified as an act of terrorism. The intent of the morons is of no import it is the consequence of the behavior which is the issue.

Depends what country/state/county they are in, but generally speaking, I would say they should be punished harshly. With potentially many millions of dollars in lost business (not just by the phone company, but by the users of the phone system), lives that could have been lost (911 not working), and many other impacts, they should be punished to the maximum extent of the law.

It depends on what federal and state laws they are charged with.
Without going into details, the federal laws implicated could see them suffering up to five years in prison, and being forced to pay all costs and damages incurred as a result of their actions.
On top of that, they could be civilly liable for any damages, including potentially all side-effects of the lost phone service if the court determines that such side-effects were foreseeable.
